[The Central Bank of Russia Plans to Allow Qualified Investors to Trade Crypto Derivatives] The Central Bank of Russia has announced that financial institutions will be allowed to provide trading services for crypto asset-related derivatives, securities, and digital financial assets to accredited investors. These products must be settled in a non-delivery manner, meaning that actual crypto assets cannot be used for settlement. The Central Bank of Russia requires Financial Institutions to adopt a cautious risk management approach, fully covering relevant capital and implementing individual exposure limits. The Central Bank plans to establish formal regulations within the next year to better manage the risks associated with the price fluctuations of Crypto Assets. In addition, the Russian government is reviewing a new proposal to establish a restricted testing mechanism that would only allow specific groups of accredited investors to trade Crypto Assets in a strictly regulated environment.
