On July 23, 2025, the White House released "Winning the AI Competition: The U.S. AI Action Plan." The plan aims to implement the executive order issued by President Trump in January of this year, which focuses on removing barriers to America's leading position in the field of artificial intelligence. The White House stated that it is essential to win the AI competition, as doing so will usher in a new golden age of human prosperity, economic competitiveness, and national security for the American people.

The U.S. AI Action Plan outlines that the Trump administration will take more than 90 federal policy actions in the coming weeks and months, including three main pillars: accelerating innovation, building American AI infrastructure, and leading international diplomacy and security.

Promote the Rapid Construction of Data Centers: Accelerate and modernize the issuance of licenses for data centers and semiconductor plants, and implement new national initiatives to increase the number of high-demand professions such as electricians and HVAC technicians.
Promote innovation and adoption: Eliminate cumbersome federal regulations that hinder the development and deployment of artificial intelligence, and seek input from the private sector on the removal of rules.
Maintaining Free Speech for Cutting-Edge Models: Update federal procurement guidelines to ensure that the government only contracts with developers of cutting-edge large language models, ensuring that their systems are objective and not influenced by top-down ideological biases.

Michael Kratsios, the Director of the White House Office of Science and Technology Policy, stated that the "American AI Action Plan" has established decisive guidelines to consolidate the United States' leading position in the field of AI. It is clear that the primary focus of the U.S. AI Action Plan is to promote the export of American AI technology, ensuring that major global markets and U.S. allies adopt American AI technologies and products.

To this end, Trump signed the presidential executive order "Promoting the Export of American Artificial Intelligence Technology Stack" on that day. “Promoting the Export of American AI Technology Stack” Full Text of President Trump's Executive Order

By the powers vested in me as President by the Constitution and laws of the United States (including Section 301 of Title 3 of the United States Code), I hereby order:

Section 1 Purpose

Artificial intelligence (AI) is a foundational technology that will determine the future economic growth, national security, and global competitiveness for decades to come. The United States must not only maintain its lead in the development of general and cutting-edge artificial intelligence capabilities but also ensure that American artificial intelligence technologies, standards, and governance models are adopted globally to strengthen relationships with allies and maintain our ongoing technological advantage. This executive order aims to establish a coordinated national action to support the American artificial intelligence industry by promoting the export of a full-stack American artificial intelligence technology suite.

Section 2 Policy

The U.S. policy is to maintain and expand America's leadership in the field of artificial intelligence by supporting the global deployment of domestic AI technologies, while reducing the international community's dependence on AI technologies developed by American competitors.

Establishment of the U.S. Artificial Intelligence Export Plan

(a) Within 90 days from the date of issuance of this order, the Secretary of Commerce shall consult with the Secretary of State and the Director of the Office of Science and Technology Policy (OSTP) to establish and implement the U.S. Artificial Intelligence Export Program (referred to as the "Program") to support the development and deployment of U.S. full-stack artificial intelligence export packages.

(b) The Minister of Commerce shall publicly solicit proposals from industry-led consortiums to be included in the program. The public solicitation shall require that each proposal must:

(i) Including a full-stack artificial intelligence technology package, which includes:

(A) A description of computer hardware optimized for artificial intelligence (such as chips, servers, and accelerators), data center storage, cloud services, and networks, and the extent to which such items are manufactured in the United States.

(B) Data Pipeline and Tagging System;

(D) Measures to ensure the security of artificial intelligence models and systems, as well as cybersecurity; and

(E) Artificial intelligence applications for specific use cases (e.g., software engineering, education, healthcare, agriculture, or transportation);

(ii) Determine the specific target export countries or regional groups;

(iii) Describe a business and operational model, explaining at a high level which entities will build, own, and operate data centers and related infrastructure;

(iv) Detailed description of the requested federal incentives and support mechanisms; and

(v) Comply with all relevant U.S. export control regulations, foreign investment laws, and end-user policies, including Title 50, Chapter 58 of the U.S. Code and relevant guidance from the Department of Commerce's Bureau of Industry and Security.

(c) The Ministry of Commerce shall submit proposals within 90 days after the public solicitation of proposals upon request and shall consider incorporating the proposals into the program on a rolling basis.

(d) The Secretary of Commerce shall consult with the Secretary of State, the Secretary of Defense, the Secretary of Energy, and the Director of the Office of Science and Technology Policy (OSTP) to assess the proposals submitted to determine whether they should be included in the program. Proposals selected after consultation between the Secretary of Commerce and the Secretary of State, the Secretary of Defense, the Secretary of Energy, and the OSTP Director will be designated as priority artificial intelligence export projects and will receive priority support for the tools listed in Section 4 of this order, as applicable under law.

Section 4 Mobilizing Federal Financing Tools

(a) The Economic Diplomacy Action Group (EDAG) established by the presidential memorandum on June 21, 2024, is chaired by the Secretary of State, in consultation with the Secretary of Commerce and the United States Trade Representative, and is responsible for coordinating the mobilization of federal financing tools to support priority artificial intelligence export programs in accordance with Section 708 of the 2019 "Supporting American Businesses Through Diplomacy Act" (Public Law 116-94, Chapter VII) (CABDA).

(b) I authorize the Administrator of the Small Business Administration and the Director of the Office of Science and Technology Policy to appoint senior officials from their respective departments and agencies to serve as members of the EDAG, under the authority of Section 708(c)(3) of the Small Business Act.

(i) Formulate and implement a unified federal government strategy to promote the export of artificial intelligence technologies and standards from the United States;

(ii) Coordinate technical, financial, and diplomatic resources to accelerate the deployment of priority artificial intelligence export programs under this plan;

(iii) Coordinate multilateral initiatives and country-specific partnerships for U.S. participation in artificial intelligence deployment and export promotion;

(iv) Support partner countries in creating an innovative regulatory, data, and infrastructure environment conducive to the deployment of American AI systems;

(v) Analyze market access, including technical trade barriers and regulatory measures that may hinder the competitiveness of U.S. products; and

(vi) Coordinate with the Small Business Administration's Office of Investment and Innovation to promote investment in U.S. small businesses, within the limits allowed by applicable law, to develop U.S. artificial intelligence technology and to manufacture artificial intelligence infrastructure, hardware, and systems.

(d) EDAG members should deploy available federal tools to the maximum extent permitted by law to support prioritized export projects selected for the program, including direct loans and loan guarantees (12 USC 635); equity investments, co-financing, political risk insurance, and credit guarantees (22 USC 9621); as well as technical assistance and feasibility studies (22 USC 2421(b)).

Section 5 General Provisions

(a) Nothing in this command shall be construed as harming or otherwise affecting:

(i) The law grants powers to administrative departments or agencies or their heads; or

(ii) The Director of the Office of Management and Budget related to budget, administrative, or legislative proposals.

(b) This command should be implemented in accordance with applicable laws and based on the availability of funds.

(c) This command is not intended to, nor will it, create any substantive or procedural rights or interests, and any party may enforce it against the United States, its departments, agencies or entities, its officials, employees or agents, or any other person based on law or equity.

(d) The cost of issuing this command is borne by the Ministry of Commerce.

Promoting U.S. Artificial Intelligence Exports:

Today, President Trump signed an executive order to support the American artificial intelligence industry by promoting the export of a full-stack American artificial intelligence technology package to global allies and partners.

This directive instructs the Secretary of Commerce to establish and implement a U.S. artificial intelligence export program to support the development and deployment of the U.S. full-stack artificial intelligence export package.
