It's just that everyone enters to buy at the same time, and it's first come, first served, with no guarantee of fairness.

The difference is that the unit price of Top 100 is 0.003, which is equivalent to 300k.
The unit price of 0.004 for 100-1000 is equivalent to 400k.
Others are 0.006, equivalent to 600k
